Of course, the document ALWAYS winds up in the All Documents view (that's what they mean when they say "All Documents"). Normally the Router will put a new document into the user's inbox unless there's a rule in place stating otherwise, or it cannot find the inbox folder (due, perhaps, to a naming conflict with another folder in the database or very rarely to corruption of the ($Inbox) folder).
